Oh, and if your Bronco has any little finicky handling aspect on the street, I'd say a locker in the rear is going to showcase those characteristics even more. Kind of a magnifying glass for faults.

While you're mucking about in the wiring, swap relays from one to the other. You know the low-beam relay is working, so try swapping it to the high size just to see if the trouble follows. The relay is indeed grounded through the base. It was the body itself I was worried about. There is always supposed to be an additional ground wire to the body. Oh, and the little Phillips-head screw holding the inner stuff in the outer stuff is from Warn. That's how they are assembled and it's not necessary (or recommended) to remove the screw. Should be a linkage adjustment as well, but it seems to me that if you did the switch by the book that would have been part of it and not need to be done in addition.
