fuel gauge

I have a 74 bronc with dual tanks. All my gauges work except for my fuel gauge. I replace the voltage reg. when I turn the key on the gauge moves around half way and may move a little but not accurate. I will be on empty and it will still say around half tank. I have power at both tanks. when I switch tanks the gauge moves, so I know it is getting another signal but it is basically doing the same thing. I don't want to replace both sending units if it is something else, which I think it is b/c I figure one of the two units would be correct. what do I do?

Check the grounds at the senders....
