I'll have to let someone else answer, as there are quite a few little weird oddities with steering columns it seems.
But I wanted to chime in and say howdy and welcome. Good question too. Can't wait to hear what the others say.

steering column

I am also into reassembling the steering column, with a lot of problems. You mention a clip. I am working a '66 so your term "clip" does not compute. The shop manual refers to a "flange" that is mounted by two flange bolts that attach to the steering column tube, through the flange. By this time, I think you have resolved your problem so maybe you can help with mine.

I rebuilt mine and it was a pain,I eventually repaced it with a stainless Flaming river column. It was a relief,to get that rusty unit out,and get all new, already wired.I highly recommend them, one less thing to give you problems .Donn
