Steering column

My 1966 wiring is in. Now I can't engage the flange bolts into the shift housing. The steering column appears to be off center, not allowing the flange to seat. Where am I going wrong? The flange bolts appear to be too short when the flange and shift housing are engaged. The shop manual does not elaborate on the reinstallation.

Yeah, all the manuals pretty much ignore the columns unfortunately.
What flange bolts are you talking about? Are you still putting the pieces back together? Or putting the assembled column back into the truck?
