I had to blow in my gas tank to kick on electric gas pump

What the hell my gas pump is new and really loud new fuel system new tank new lines pressure regulator ...and every so often when I go to start it it seems like there's no pressure so I tested the pressure and when it starts pressies good ....pump still noisy ....and when it doesn't start no pressure and pump is quiet......so I blew in the filler neck and the pump started working and it started .........is it the pump ...should it be noisy is there a quiet pump out there .......is it the pressure reg.....any ideas or help would be awesome

what type of electric pump do you have and where is it located ?
