Help Identifying a part

So I started a frame off on my 69 last year. I guess I didnt take enough pictures before I gutted it. I have this piece of metal that I thought bolted on under the truck somewhere near the Aux tak on the drivers side. I hope someone can tell me where it might go. Any help would be appreciated.

I kind of thought the same thing but the metal is much thinner than a traditional skid plate. I also do not see any holes to screw it too down there. I am also wondering what the open flap is for. I was thinking a tank strap.
